Roxanne Carr is serving her first term as Mayor of Strathcona County. Previous to her role as Mayor, she served on Council for two terms starting in 2007 as Councillor for Ward 2. Mayor Carr is a community leader, a team builder, and passionate that the residents of Strathcona County experience the highest quality of life.
Prior to serving on Council, she was the Economic Development Officer for Lamont County. Mayor Carr has a diverse career background that helped prepare her to be the Mayor of a specialized municipality that has a unique blend of urban and rural life. She has been the owner and operating manager of a stud farm, the Assistant Manager of Pacific National Exhibition, and the Manager of Edmonton’s Farmfair International. Mayor Carr has also been the Manager of the Western Canada Farm Progress Show in Regina and the Queensbury Downs Racetrack in southern Saskatchewan. She held the role of Executive Director of Alberta Agricultural Societies helping connect Albertans and the agricultural industry.

Mayor Carr leads with openness, honesty and transparency. She empowers her citizens to be involved in their community, and believes that through them, the community will become all it is meant to be. One of her favourite quotes is when Margaret Mead said, “Never doubt that a small group of thoughtful, committed citizens can change the world; indeed, it’s the only thing that ever has.” This means improved processes to enable citizens to influence change in the County, and to ensure rural citizens receive equitable opportunities to receive information and participate. Mayor Carr does not stand for the status quo, challenging us to increase efficiency, strengthen customer service, cultivate business innovation, and empower our neighbourhoods utilizing their unique resources and strengths to increase our community’s capacity.
Mayor Carr is a consensus builder and looks for collaborative solutions. She leads as an active partner in the Capital region creating win-win solutions. Solutions that are good for Strathcona County and its regional partners.
Mayor Carr has a Bachelor of Science degree from the University of Guelph, Ontario. When not partnering with residents to make Strathcona County an amazing place to live, play and partner with, she enjoys horses, cycling, gardening, reading, writing, and photography.
